Are these approved by ASTM?

Not yet, but often are accepted by the local approving authority or your Project Engineer.  Check with them.  Their wide use and acceptance is due to the fact that the cardboard absorbs moisture similar to the actual in-place construction (masonry block). Be sure and use a Grout Fixture to assure a good square specimen.
